The aim is to balance government and market, as well as development and safety, focusing on resolving prominent issues such as disrupting the tourism market order and infringing on tourist rights, while optimizing the tourism market consumption environment, improving tourist consumption experience, and promoting high-quality development of the tourism industry. The Notice pointed out the need to guide travel agencies in reasonably arranging travel itineraries and strengthening the management of tour guides, ensuring their labor rights according to law. It urged online travel platforms and tourism operators to enhance personal information protection and prohibits actions such as "big data discrimination", false advertising, and bundled sales that infringe on tourist rights.
